It's the resistor. When replacing check the connector to verify it's not melted. Also those 02's had a recall on the blower motor wiring.
jamie9mm is correct the resistor is cheap and easy to replace , again check wiring for signs of melting and no it will not affect your a/c , it might cause the blower to stop all together
